Windfall Island Prison

This is just a little jail cell in the bottom of the cliff at Windfall Island. In the cell resides the famous green guy himself, Tingle. He will ask you to release him from his cell. There is a button hidden behind some large jars in the corner, press it down and the jail door will open. After you let him out, he will give you the IN-credible Chart and the Tingle Tuner, then he will leave you and head home. Before you leave this place, there is a giant crate in the cell. Push it over to reveal a hole which you can crawl through. Navigate your way through this tunnel, which so happens to also be a maze, to a large room with a chest in the center. Inside you will find the Picto Box. Now that you have the Picto Box, go back through the maze and you can either go back to the jail cell or get yourself caught by the rats and they will drop you in front of the King of Red Lions.
