Captain Viscen is leader of the Clock Town guards which appear in Majora's Mask. He is first seen in the Mayor's Residence arguing with Mutoh regarding what's best for safety of Clock Town's residents. He wants to evacuate the townsfolk to safety and ultimately when the Mayor comes to a final decision, he is sort of alright with it although not entirely satisfied.
