Roads appear in The Adventure of Link, and connect the various towns and other important locations in Hyrule. If you stray off of the road, enemy silhouettes will appear and make chase. If you are on the road when they catch you, there will be no enemies, just a desert-like backround. So the safest way to go in this game is to follow the roads.
