The Ribbon is an item and has been seen twice in the Zelda universe, serving two different purposes.
Link's Awakening
The Ribbon in Link's Awakening served as the second item in the game's Trading Sequence. In Mabe Village, a mother in a house asks for a toy to give to her baby. When Link gives her the Yoshi Doll he won in the village's Trendy Game shop, he will be rewarded with the Ribbon. The Ribbon then has to be exchanged to an ill-conceited Bow-Wow, who lives in a side room of Madam MeowMeow's house, for a can of Dog Food.
Because the beginning sequences of Link's Awakening's trading sequence is acquired to be done in order to progress further in the game later on, it is acquired that Link receives the ribbon and trades it.
Oracle of Seasons
Link gave this Ribbon in Oracle of Seasons to a Subrosian celebrity named Rosa so he could "date" her. He really needed her for her keys, so he could unlock the door to the Temple of Summer, in order to further imbue his Rod of Seasons with power.
