The Letter of Introduction is given to you in the Game Boy Color game Oracle of Ages by the Graceful Goron's friend. After you receive the letter you must talk to the Graceful Goron to get the Mermaid Key he found. He will make you dance for the key which you will get if you don't mess up three times.
