Originally, Lakitu is a Mario character, but like many others he has come into the Zelda Universe.

Appears in the sky. They float on clouds. They don't move, but they do throw lightning bolts. Steal their clouds with Gust Jar.
In Super Smash Bros. Brawl
In Super Smash Bros. Brawl, Lakitus appear as assist trophies. Their appearance is the same one used in Super Mario Bros. and they attack by throwing Spinies at players.
