King Zora
From Zelda Wiki.org
The leader of all the Zora people, and father to the Princess Ruto. King Do Bon Zora III[1] is very large in size and is often too big to do anything. He sits on his throne that guards the great Jabu-Jabu, the giant fish that the Zoras consider their God. The King is always willing to help people and it reflects in his young daughter. Freeing him from ice will grant you a Zora tunic. If you already have a Zora tunic he will offer you a kiss. Incidentally, it appears that, according to in-game dialog, King Zora and Biggoron are good friends, and have known each other for a long time.
At the end of OoT, King Zora is shown to be one of the few characters not celebrating the victory over Ganon, instead sitting next to a grieving Mido. It is possible that he is grieving because Ruto must leave him, or that he is comforting Mido for his similar situation. On the other hand, he may simply be too large to celebrate.
Toto may be his Terminian counterpart.
The King Zora in Twilight Princess is long dead. He was Queen Rutela's husband and the creator of the Zora Armor. It is implied by Aonuma that this is the same King Zora as in Ocarina of Time.[1] However, it is unexplained what happened to Princess Ruto if this is true.
Another King Zora also appears in Oracle of Ages, where, by the time of the present, he has died because of the pollution in the sea. To save him, travel to the past and give him a life potion. After this, he will give you permission to enter Jabu Jabu if you clean the seas. He gives you the Library Key in order to help you with it.
