This steel covered island is holding something very valuable, hence the gun turrets and gun boats surrounding the island. Take these all out with your Cannon and enter through the door. Walk up the stairs and stand on the Wind Mark, play the Wind's Requiem to get a chest which contains a chart for a Triforce Shard
